Okay, first, Create a new image with a Black Background. then stamp a White font.  Note, if you are using Photoshop 4.0 it will create a layer of your type. You must merge it down if you want this trick to work. Just hit Ctrl-E (Cmd-E on Mac).
wpeE.jpg (2980 bytes) Then, Gaussian Blur 2.5. Stylize>Diffuse with defaults. Disort>Ripple Medium, amount 75.
